I'm guessing it is by state. My Target is tiny (doesn't even have a pharmacy or sbux) but it does have a decent wine aisle. I can buy diapers and Merlot in the same shopping trip. Love it.
It depends on state licensing. Targets in Florida have wine in non Super Targets, and beer and wine in Super Targets. I went to a Target in Omaha that had beer, wine, and liquor - and a bunch of liquor happened to be on clearance. Best Target trip ever!

Grocery stores here may sell beer and wine (but not liquor) during certain hours of the day, and Targets that sell food (groceries, not just dried goods) can follow the beer/wine rule. You can see some deals, but beer is more my thing.

Nebraska too. I think the only thing you can't get at the gas station is Everclear. You have to hit up a grocery store for that.
Oh how I miss Nebraska. After reading this post, Alabama is not as bad as I thought since I can get wine and beer at the grocery store. I was so used to Nebraska and Iowa that I did not realize how hard it is to find and purchase alcohol in other states.

Our Target sells food and 3/2 beer, but nothing else.
In MN it is illegal to sell anything above 3/2 beer in grocery stores or gas stations.
