Nesties who sew

I need to find someone who can repurpose our bumper.  My mom was going to do it for us, but she's taking a big course load this semester and I really don't think she'll get around to it (no matter what she says). Here's what we're going for:

Only our window is about half that size and I can't just fold it in half and tie it to the curtain rod like this person recommends.  It needs to be cut to fit.  Any suggestions on where I can take it?

    When do you need it by?  I'm sure my sister could do it for you, she'd probably charge for her time, of course, but if you want me to ask, I will.

    Do you just want a valance?  I can do that for you. Piece of cake.

    ETA: I'm doing something similar to the bed skirt I originally purchase for Molly's crib.

    Yep, just a valance.  I'm planning to use the ties like they did in that pic, so it really just needs to be cut on one end and sewn.  If you've got time, I can bring it to book club next week.  Thank you!!!!
