teaching DC to use the phone

If your DC knows how to use a phone, how old is he/she?

I hear all these amazing news stories about the 3-yr old that saved his mom's life by calling 911 and I always think to myself "DD would have no idea!"

I'm wondering what an appropriate age is to teach this stuff.  Of course, I also don't want DD calling 911 just for fun or abusing this privilege... so weighing the pros and cons is part of my hesitation.

    Layna is 3 and can work the speed dial to call Grandma.  On my old phone, she knew to hit "3" and then the green button.  I don't think she knows how to do it on the iphone, though. 

    She has no concept of 911.

    DD is 4 1/2 and we've just started teaching her to dial our phone number.  She can hit the name of the person on "favorite" on the iPhone, but she would have no clue how to dial 911.
