I am throwing a baby shower for my niece and children are allowed to come. What is the proper way to address the envelope? Do I include the children's name on the envelope?
I would just address the invitations to "The Smith Family." You can specify on the actual invitation that children are welcome just to make sure there isn't any ambiguity.

I agree. By strict etiquette rules, "The Smith Family" implies everyone living at that address that is a Smith is invited. "Mr. and Mrs. Smith" means only those 2 people and no one else.
But, there is no harm in making sure that children are invited by saying so on the invitation. It will prevent butthurt by people misreading the envelope.

Thanks for the advice everyone. I always thought "smith family" meant everyone but the husbands aren't invited.
