  I bought a bunch at resale shops since DS needed extras in khaki for school uniforms. Once upon a child I think. Just a couple dollars each pair.

  Maybe on Ebay? You can probably get a lot of bottoms for pretty cheap. Not sure what size you want - but I see a lot that has 6 pants & 3 shorts in 3t for $10.

  geranimals at walmart are like 3 bucks a pair maybe. we've gotten some as gifts and they are play clothes, potty clothes.

  Wally.  DD has a few pairs of Garanimals (sp?) leggings that were $3 each.  They've washed up pretty well.
