DH has an iPhone 3Gs. He can upgrade to the 4 for $99 or something. Would his old iPhone 3GS function as an iTouch? Does the wifi still work if the 3G network access is gone?

My sister had her old iPhone de-phoned (heh) and gave it to her kid to play with, so it's basically a glorified iTouch. So yes, it can be done. If you take it to the AT&T store, they can figure it all out for you. Or someone smart from here, who has one, can tell you just how to do so yourself.
Yep! This is basically what I do everytime I travel international. . . I basically deactivate 3G, all data and roaming services, and it just runs off of wifi. Easy, and no charges. Like PP mentioned, once they activate the new phone, the phone services shouldn't work anymore. I'd just take the old one in with the new one and have them turn it off.

Yep, DH just did it to my old phone and DD now plays with it. Just deactivate the service and wipe anything you had on it (re run the OS I think). DH mentioned also that you will want to turn it to Airplane mode so they can't accidentally make a 911 call. (the only call option on it without service)
