Blue Cross does have it - but you have to have an employer policy - NOT an individual one. You can do Scott and White via individual, but they are located up north I think?
Almost every policy through an employer provides it. Most private policies don't and if they do, are much more expensive. Scott and White has the most affordable private policy with maternity coverage.
Depending on your income, you may qualify for Medicaid.
If you're open to using a midwife/birthing center, that route is usually MUCH less expensive than paying for maternity insurance once you're already pregnant.

The only non-employer sponsored insurance I've seen that covered it without a separate rider and lengthy (12-18 month) waiting period has been Scott & White and insurance through a trust (for me, I was able to be covered through the State Bar).
