I really like Betty Crocker Gluten Free cookie mix, it's also dairy free if you use the right butter. We would use Earth Balance Dairy/Soy Free. We can't use eggs, so I would use mashed bananas. It was really good.

I just realized you wanted a sugar cookie for decorating. This is the recipe I plan to use in a few weeks. If you want wheat free, I will be using Bob Mills Gluten Free Flour. I always use that for the flour sub is cooking and baking. It's great and you can't taste the difference what so ever.
