ticklish toddlers and baths

My little guy is incredibly ticklish, lately. I hardly even touch him and he cracks up giggling, which is really cute...but a problem at bath time. Is anyone else dealing with this and if so, what strategies have you used? I'm finding it really challenging to give him a bath, apart from dumping water on him repeatedly. He won't even let me rub his head, much less clean other important areas. I'm really at a loss.
