Could I take this costume, which I already own, and cut it vertically down the middle and sew a fast and dirty hem to make a cloak for DH's Draco Malfoy costume? It has a hood so I'm hoping it'll work.

I'd say no. The cut is completely different than a cloak and is going to gape at the bust and want to cinch at the waist.
Is this for tomorrow or do you have until Monday?
I have until Monday. It doesn't have to cinch at the waist. I was just thinking it could hang open. Underneath, he'll have a white shirt, green stripe-y tie and a dark vest. Still no?

I think what FCB was saying was to basically cut the dress in half across the waist - then basically hem the top of it. So you could just make a messy/foldover hem and string some black string/shoelace/whatever through the hem and gather it all up as a cape. Does that help?

Is the waistband sewn into the dress or is it a belt type thing separate from the dress itself? If it's part of the dress then even if you cut it, it will still cinch around the sides and back even if it isn't pulled shut.
Making a cape is SUPER easy though, if you don't need it to have sleeves. Two rectangles of fabric, sewn along one long side and one short side. Figure out where you want the neckline to be/how deep he hood should be and see a (stretched) length of elastic all the way across from one open side across to the other open side (this way you don't have to deal with casings, gathering, etc). Attach a button or cord at each end of the elastic if you want to be able to close it, otherwise just hem and you're done.
