Just so we're clear, is this for a Halloween photo event for 2012 or another holiday/seasonal event, like Summer Sun Babies or The Hippity Hop (you know, Easter?)
I'm willing and ready to head up any of these. Just want to know what we think a) people would want most and b) which would get us photographers more easily, because of their busy schedules.
I think you would easily have photographers for the Spring/Summer events but would be harder to get them for Halloween. The fall season is hard because everyone is getting their Holiday sessions. During this season we have at least 3-4 sessions a week or more and editing on top of that. Maybe if the photographers do it in shifts it might not be so bad though.

When the time comes, you might phrase it to the photogs as an 'event' instead of trying to have them do mini sessions for each family. Especially since there's an itty-bitty-kitty-committee in charge that would be the contact point and then the pictures would be delivered to them instead of having the photog deal with each client individually and then having to deliver images separately/take orders/etc.
It would be handled more like a photog covering an event (birthday party/small wedding/etc) and might be less work (at least on the front and backends - still tons of editing), so maybe you could manage to get on a photogs fall schedule with this in mind.
In my head, I think I could handle an event where I know I'm going to basically set up a photobooth where kids/families will just stop by and get their picture taken for a couple of hours. Then I'd edit for probably 2 weeks and deliver an online gallery to the itty-bitty-kitty-committee. For delivery of high-resolution images, I think I'd actually give the committee a password protected site with the images there for download. It'd be up to you guys if you wanted to download them individually and email them to each family or if you felt you wanted to just blast an email with the password so that all the families could download the images themselves (but they'd have access to all the other photos too). Basically, I don't have to spend my time dealing with 50-100 families individually and I can go back to concentrating on all my other clients.
I'm envisioning some hurt feelings amongst the photogs on the board, just as an FYI. I'm not sure how to make it fair. Maybe have a call for any photog to be interested to submit a 'bid' along with their work. Like I would say that I would do it for $X/hour, how I would deliver the images, and my portfolio, then once you get the bids in, you guys select one together. I don't know if I'll even throw my hat in, but I can just see it spiraling since we do have so many photogs on the board. Especially if some say they'd do it for charity/free but then don't have the same quality of work as someone who's willing to do it for a charge, etc. I dunno - just something to chew on while you're planning sometime!
