To me it just depends on how cold it is & the wind. If it's a nice sunny day out I'll just bundle the kids up, put a hat & gloves on them if needed & still walk. I go sometime into Nov., usually late morning/early afternoon. It gets us out, gets some fresh air & DD loves hearing the stroller run over the leaves.
I would say when it starts to snow. Granted, I am still pregnant with my first baby and have yet to have this experience. But my husband is Russian and in his family, apparently it's a Russian thing to do during the winter is if you can't take a walk with the baby, then you wrap the baby up nice and warm, put him/her in the stroller and put the stroller on your deck/patio for about 1 hour and they will sleep amazingly out there. The point being, they are still getting fresh air even in the winter and sleeping more soundly.
Last winter, we still went for a walk unless it was too snowy/icy or bitterly cold or windy. Bundle them up, lots of blankets. My son loved it! He also loved sledding.
