Lands End sometimes has free shipping codes as does LL Bean. Do you have Amazon Prime, they carry some children's clothes eligible as well. Gymboree is $5 right now and Kohls is 99 cents an item.
They have a $50 minimum. But I usually combine C's shopping with my own (from Old Navy, Athleta or any of the Gap stores) so it almost always ends up being more than $50.
I also think The Children's Place shipping is pretty reasonable even if you don't meet their free shipping minimum - $5 flat rate.
LL Bean is the only one I can think of. But I usually don't have any problem finding $50 to spend at Gap/Old Navy/Banana Republic to get free shipping from them.
if you have a Gap/Old Navy/Banana Republic card shipping is always free there. We have one (for BR) and it's been great--for every $100 you spend, they send you a $10 off coupon and we get a lot of "card member only" coupons. It's a regular Visa card so you could use it anywhere (but we don't)...I have no idea what the interest rate is, but we pay it off each month (and it doesn't get used every month anyway), so it's not an issue.
