Debbie at Salon Aura is fantastic. It's on South Congress, so not really SW but I went to her for 5+ years for brows and nether regions (until we moved).

A second vote for Angel Face II (Burnet and North Loop). Least painful and best wax I've ever had and reasonably priced. (I went there once/month for about 3 years) Bonus for you! She's had a c-section so I'm sure she understands the scar issue.
