At my OB appointment this week, she essentially told me if you think you're feeling flutters/kicks, you probably are. She wasn't too worried about my "maybes."
Even though I've been feeling some milld fluttering since about 16 weeks, I've only been feeling kicks for a couple weeks now, and they aren't super strong. Finally last night (at 22w3d) I felt some strong kicks that even dh could feel.
All in all, I wouldn't worry. Even the slightest flutters that you feel are still movement, and they don't really start keeping track of kick counts until 28 weeks.
I'm in a similar situation, but I'm not even sure if I've felt any flutters. I'll be 21 weeks on Monday. I am getting really frustrated. If I don't feel anything for a few more weeks, I'll start getting worried. When I had my A/S last Monday, I asked if I had an anterior placenta and she said yes. I then told her that someone said to me that if I have one I won't feel the kicks as early, but she said "Oh really?" as if she was clueless. That made me a little concerned, but then I talked to the doctor and he didn't seem concerned and assured me I'd feel him. It's just hard to deal with when others started feeling their babies well over a month ago. Hopefully we'll feel them soon.
I am 18 weeks and feeling nothing was hoping to feel sooner since this is my second. Don't worry you'll feel them soon. With my DS it was sometime around 22-24 weeks that I felt them.

When my mom/grandma/etc ask me if I'm feeling movement yet and I say no, they tell me to enjoy this time, because soon enough I'll be kept awake at night by kicking and moving around like crazy. My mom said she hopes I have an anterior placenta so I can get some sleep.
