How to design own card or invites with photos to print?

I know some ppl design their own say holiday cards or invitations with photos and then just print the completed design at somewhere like Target or Shutterfly. What sort of programs are you using to do this?? I know there are many etsy sellers that you just send you photos to and they design for you but Id like to try to do my own if possible.

I use photoshop. It's super easy, but I know the program is expensive.

I also use a combo of Photoshop and Illustrator but there are some good sites with designs you can just add your photo into. Paper Culture is a nice one. Not sure if this is what you're looking for or if you want to have more control over the design.
