I haven't started a garden here yet, but in New England, for my vegetables/annuals I mixed organic matter into the soil as I was getting ready for planting. My perennials only got mulch every several years, and really that was for looks and less weeding. Other than that, I didn't worry about it.
I have to say that one year I was crazy organized and actually got some ground cloth in place (the kind that lets water through but keeps weeds from growing). You have to cut holes in it for each plant to grow through, but it made weeding almost unnecessary all growing season.
If I'm lucky I get to two of my flower beds a year - and we have 5 huge beds. If you're interested, I found a great alternative two years ago in coconut husk fiber bricks (I bought them locally at home depot, but you can take a look at them here https://www.teakwickerandmore.com/Coco-Garden-CGCCF650-YCC1000.html). The first bed I covered still had much fewer weeds than normal this summer and I really appreciated that the material is sustainable and sliver-free. I have so many bad memories of huge slivers in my hands from when I was a kid, spreading bark as a chore...

Are you talking mulch like bark or mulch like compost?
We haven't mulched/rebarked in 5 years... and I know our beds look like crap now but there just isn't time!
I add compost for the garden 2x a year but it's tiny compared to the amount of bark we need!
