I'm not a big fan of Shelly (I've always seen it spelled this way). That might be because I knew a Shelly in high school that I didn't really care for.
As a Michelle who was called Shelley all her life... There are both pros/cons of this. The first of it being a kid called by their nickname will learn to speak up for themselves early on. The con is most people spell Shelley, Shelly (even my dad has done this at times). I have also seen it spelled Chelle or even Shellie.
Other cons - Shelley rhymes with belly and jelly so there is always opportunity there for teasing.
Professionally I go by Michelle now but friends still call me Shelley and honestly it still gets confusing. Good luck.
The only Shelleys I know were born in the 80s and 90s. I don't like it at all. Michelle also seems very dated to me.

For the love of pete, don't do it. It's my name, and I won't even answer to it. I am not a Michelle fan either, but it is better (slightly). I go by a nickname. And I can tell you ALL the nicknames. It was very popular in the 70's, I was one of 3 in a class for years, and we still go by nicknames (we're still friends). My mom wanted to name me Nanette Joy (barf) and my dad Sarah Elizabeth, somehow Shelley was a compromise. I wish my dad had won.
I am a Michelle, never called Shelly although I did know many who were. My youngest brother tried to call me Chelle for a while, but it never stuck.
One of my BFFs is a Shelly, born in 1973. And another is Shellie.
Considering all the whackadoodle names out there these days, Shelly is nice and normal. If you like it, use it. It's almost classic and she will probably be the only Shelly in her class.

I'm another Michelle. When I was in late elementary school, I made my family start calling me Shelly. I just stopped answering to Michelle. At school I was Michelle, but to my family and their friends I am always Shelly. I can tell where someone knows me from by what they call me!
I don't love Michelle (and I HATE the Beatles' song), but I think Shelly (spelled this way, the extra e is silly) is classic and easy to pronouce. Go for it!
Re: Shelley for a girl?
Very dated.

It started to rise in popularity in the 50's, it hit it's peak in the 70's. And a dramatic decline in the 80's, thankfully.
