I have seen those devices that go through belt loops on the back of pants to cinch the waist. But, I'm wondering if there is anything similar for elastic waist pants. DD is super tall and needs the length of one size, but the waist of a size smaller.

I'm not sure if you're much of a sew-er, but I recently bought some PJs at a consign sale for J & whoever I bought them from had pinched the excess into two small places in the back and sewn them, sort of like little darts in the elastic waistband. I looks really simple and isn't noticeable.
Otherwise, I have no suggestions for pants with full elastic waistbands, which we deal with those a lot with J's need for "soft pants".
Mom could do this for you! She used to have to take in my clothes for the same reason when I was little. Hadn't even thought of this idea. Give her a call, it'd be something good for her to work on right now anyways
