Absolutely! They are parting with their things for you. If you aren't sure, it is better to send a thank that isn't necessary than to not send one when it is.
Why are you even asking this? Of course you thank a person whenever they give you something...even if it is used. A card makes it more of a special thank you that says "she took the time to write a note".
I've been wondering about this myself. We were given tons of used baby stuff throughout my pregnancy from lots of folks...some were more intentional donations, and others were more like, "oh I had this box in the garage for Goodwill, but thought I'd pass it onto you instead." So, it didn't always seem totally appropriate for every little thing. Obviously if in doubt, better safe than sorry.
