We are big into letting J spend lots of time outside regardless of weather and it is so nice knowing that his whole body is dry when he's splashing around and climbing on wet things. depends on how serious your rain play is. If you are fairly hard core and play play outside, doesn't get much better than Polarn & Pyret. They have awesome rain gear, suspender pants, jackets and boots! We picked up a pair of boots while in Sweden over the summer
We currently are rocking an emergancy oshgosh rain coat from target We'll probably need something more substantial since we actually go out and spend hours in the rain, we'll likely either order ourselves or ask the grandparents to send us a polarn kit

We just got rain boots on sale from Kohls so I can let you know on those, but their raincoats came from Costco over a year ago and still in great shape.
I would check out sports basement in Sunnyvale, they have some wicked cute north face rain gear for little boys. Also, Nordstrom sells an assortment of rain boots which you may not need to spend that much on boots since baz has easy feet for shoes whereas EJ does not.
