Ok or no way? The website says it's not recommended for jogging, but it seems fairly robust, and it handles fine on brisk walks along the gravel Sligo Creek trail.
I would be worried that the relatively small front tire (compared to real joggers) would catch on a crack in the sidewalk or a twig on a trail if I was moving faster than a brisk walk.
I think you need a stroller with larger wheels and air-filled tires for real jogging. I think the larger wheels help provide shock absorption that you don't get with a regular stroller. Also, my jogging stroller has a strap I wear around my wrist that will automatically engage the stroller's brakes if I accidentally lose control of it. I don't know if the city mini has that, but I think it's an important safety feature.
I was also thinking about jogging with the City Mini but I just learnt that apart from the non-air filled and relatively small tires, there is no spring-loaded mechanism on top of the front wheel for the needed shock absorption. I guess brisk walking and a smooth-ish, flat path is the most to push the City Mini.

No, you aren't supposed to jog with it.
For jogging you'll definitely want something with air tires.
