We were fortunate enough to get 2 strollers for our shower; a travel system and the city mini. My question---how early can LO use the City Mini?
I plan on bringing her down to Florida for a few weeks to visit my parents when she's about 3 months old. I'd love to not lug down a car seat (they will have their own down there) and have to deal with it on the plane when she's a lap child. I would prefer to just bring the CM stroller.
Is a CM ok for a 3 month old without a car seat? Or do we need that in addition?

Yes, it should be fine.
Depending on how big/small she is you could get a Snuzzler type insert to help her fit better.

And with the delivery trifecra of one twin vaginal, one c-section with general anesthesia for twin B, Spencer and Sidney joined us at 35 weeks exactly on June 18.
Our CM is our travel/umbrella stroller and we used it for our annual FL vacation when he was 8 weeks and had no problems at all. Just make sure they're fully reclined and buckled in. That was also the only time we used the carseat adaptor for the airport and hated it, being that it isn't our main stroller the adaptor was a waste of money for us.
The sunshade ROCKS for the FL sun, that was one of the main reasons we bought it for travel.

Hopefull she's big enough at 3 months to just put her in fully reclined.
We used the City Mini when DS was 7 days old. Just recline the seat all the way down, and you should be good to go. You can buy one of those "snuzzler" things if you want the baby to feel a little more secure, but we just securely bundled him up in blankets and he was good. At 3 months old, the baby should be perfectly happy in the CM.
