Ditto the library storytimes. The infant ones are more like song time. I liked the one at Central. Different people do them a different branches, so you can "shop around." The library actually hosts lots of free events - they have a calendar in their website.
I liked to walk through Ikea. It's a nice change from the mall.
While the weather is still nice, there are farmers markets, Saturday market, walking along waterfront park or Mt Tabor or whatever is near you.
We went to the grocery store everyday, whether we needed anything or not.
See if the Parks and Rec community center in your area has drop in baby gym times. They aren't free, but very cheap. Some churches have them, too.
