DD, 14 months, still eats everything from right on her tray (if we eat out, I have those disposable mats and put her food right on that). I have been trying to get her used to a plate, but all she does is pick it up and dump it over. I have tried regular plastic toddler plates, non skid plates, and as of today, suction plates and she is even able to pull those off. I tell her no and she just smiles at me and does it anyway. If you LO eats from a plate, how did you teach them not to pick it up?

At almost 16 months my DD does the same thing. We use the Bumbo with tray when we go out to eat. She always wants to hold the bowl/plate to her for some reason. Good luck getting it away from her too.
So far we haven't really pushed the subject, we just keep giving it to her in the bowl and when I can get a hold of the bowl I will put her food back in it.
LO is 15 months and still eats everything off of a tray. Currently he is working on using a spoon and fork so to try and have a plate to deal with is just too much.
Once he is better at utensils, then I will work on plates. I am not sure how yet. I know when he moves to the toddler room between 16-18 months they will work on plates....so i might ask them what their strategy is.

It's a skill that takes time. Just be patient, and your LO will get it eventually.
DS didn't start eating from a plate on a regular basis until he was around 16 or 17 months old. We'd give him one, but he would just dump it. He eventually stopped, and now eats off a plate at every meal and very rarely dumps it anymore. Though it does still happen from time to time.
Yup.. she eats from a plate and bowl. Her bowl is suction and if I get the bottom wet, it's really hard to pull off (for me even).
As soon as I see her pick it up I tell her, "No, no. Leave your plate alone".
Now her spoon/fork...forget it. She uses it a couple times, then tosses it.
