I have a small Baby Bjorn potty chair that actually fits in my diaper bag. We use it everywhere.
as for what to do with Pee, I have dumped it on the ground once, but generally I throw some wipes in and let them soak up the pee, then dump them into a plastic bag and wipe the chair down. Not the MOST sanitary, but it works when you're on the go.
When we're out, I take him to the bathroom and we go potty every hour or so. It works for us, he only seems to have accidents when he gets really upset about something...it's like he forgets to hold his pee sometimes.
We use the public restrooms. I keep a pack of Lysol wipes in my purse, wipe off the toilet seat and either sit him on the seat and hold his hands or he knows to stand at the front of the seat where the rim is exposed. We wash our hands really well and go about our day.
DS is at the point where he will refuse to go in public restrooms. We keep a potty in the car. Disposable plastic cups work just as well (yay for baby boys peeing standing with little undressing!). I also keep a bottle of water in the trunk for rinsing purposes, so yes, we dump it on the ground, where possible (usually by a tree or something, not literally on the street). When it isn't possible to dump, I either close the Carry Potty (it's suitcase like, it seals) and clean it at a later time or use tissues and wipes to clean it and the collect them in a diaper disposing bag.
I find a patch of grass to dump it in, but I have dumped it on the ground once when there was no other option. I tried to put it where someone wouldn't step in it.

We use a potette which has disposable liners - the liners may work for a regular potty too.
