At Carters, 2T is a little bigger (mostly longer) than 24m. 2T is 29-31 lbs and 34.5-36.5". 24m is 27.5-30 lbs and 32.5-34". TCP skips from 24m directly to 3T.

This isn't true, at least not in the clothes that I have from Target (Circo brand). I have several things, from different places, in 2T size and 24 month size and almost all the 24 month pants are 1-3 inches shorter than the 2T pants. Since my DD almost always outgrows her shirts before she outgrows her pants (long torso, short legs) I've been buying 2T tops and 24 month pants, unless 24 months is the only size before 3T and then I've been buying 24 month tops.

Hmm... The listed weight and height ranges are the same between size 24m and 2T. I didn't hold up the clothes to check length though. I do remember now that 24m tops were onesies and 2T tops were just shirts.
I can't even find a size chart from Target.com anymore. Wonder why that's gone...
