I was going to Metro to an afternoon appointment. The Metro is about a 1/4 or 1/2 mile walk from where my appointment is. With the rain coming, I'm wondering if I'll need to cab instead, but I don't even know the rules on cabs. Is it ok to ride in a cab without a carseat? It would be from Clarendon to Pentagon City - about 5 minutes.

To be precise, this link doesn't actually say that your kid can ride in a cab without a car seat. All it says is that the cabbie isn't required to provide a car seat but that parents are encouraged to bring car seats along. I didn't see anything in that link to say explicitly whether a kid is ALLOWED to ride in a cab without a car seat.
(By contrast, the VA link provided further down the thread explicitly says that taxis are exempt from the requirement that children be in safety seats.)
