Technically no, it is not a fever and I would send him to school. I might give Tylenol if I thought it had the potential of turning into a fever based on his behavior and any other symptoms.
ETA from WebMD: A child has a fever when his or her rectal temperature is 100.4?F (38?C) or higher.

Not a fever. Like a previous poster said, it is not a fever until it is over 100.4. My DS's normal temp is anywhere from 99.0 to 99.9. I would absolutely send my child to school.
