Our neighbors are like a half-way house. They husband/wife split, the wife kept the house and now there are far too many people living there. There is one guy who is early to mid 20s who just lounges around the house all day. I haven't had much interaction with him until yesterday. I was cleaning up the dining room table after dinner when there is a knock at the door. it's him, with a baggy. It contains short rib bones for the dogs that he washed so no one had to touch his germs.
And then last night our dog kept barking and we never found anything but my imagination was running wild about this guy being outside.
I don't know what it is, he just gives me the creeps.

I've had that. The gut feeling that something is off with someone. I personally think it's totally legit.
If you think someone is dangerous/sketchy, then they probably are. And even if they aren't, why would you want to be around someone who makes you uncomfortable, even if no one else thinks there's anything off.

We do it all the time, but only to friends/neighbors we know.
Ditto everyone else, Robin. Our gut tells us things for a reason. I'd stay away.
Our primitive/subconscious brains pick up on extremely subtle cues that our rational minds can't translate. Intuition is actually pretty scientific and well-documented. Most of the time, your subconscious will steer you in the right direction.
So your hunch about this dude is probably justified and there's a good reason your brain thinks he's creepy.
