Click where it says "Sizing help" off to the right where you choose the size. It will say "cm" Measure your kids foot and use that measurement.
For future reference though, the sizing is no different than any other brand that sells toddler/baby shoes. For example, my DS wears an 8 currently in See Kai Runs etc and he also wears an 8 in his Toms.
For little feet, go off of the cm measurement.
Also, in my experience these will be great shoes in about 6-9 months when our LO's start toddling/walking. Until then, they are a PITA to keep on even my almost 3 y/o's feet and I think I'll stick to Robeez/similar brand for my DD until she's toddling.

And now that I think about it, the size 2 is more for a 1 y/o foot than anything.
The sole on these is just not intended for less than a year. You need flexi soles
