DH and I want to get a decent camera before the girls arrive. But we really can't afford to spend a fortune on one. I think our max would be $400-$500.... max.

Any recommendations?

    I bought my DH a Olympus Pen PL-1. It's lightweight, but the picture quality is fantastic. I think I paid $450 (with shipping, no tax - amazon).

    DH went crazy when we got our BFP and bought me a Canon T2i (I think?).  But when I went to the store to play around with the Canons vs. the Nikons, I found that I liked the Nikons better so I returned his and bought a D5100. 

    It's out of your price range, but when we went to buy it at Target they didn't have any more in stock and so I asked about buying the floor model.  They sold it to me at almost half-price which brought it down to right at $400.  Definitely something to look into if you're okay buying floor models or refurbished versions off somewhere like Overstock.com.  :)

    I have and love my Panasonic Lumix.  I think it takes great pictures, and I've had it for a few years.
