I thought there was a better list somewhere. She loves black tea, but wants to reduce caffeine. I guess peppermint or ginger teas will work the best.
(interesting that a few links I read said that green tea inhibits folic acid absorbtion)
If she likes black tea, you can basically make your own decaf...the vast majority of caffeine is released in the first couple minutes of brewing, so I would just let the bag sit for 2-3 minutes, dump that water, and do another cup. There's plenty left for that second cup to taste the same but it has a very small amount of caffeine.
