I've taken some stuff to Once Upon a Child, but its better for gear/equipment. If you have a lot of basic clothes - Carters, Target, Sears, etc. you can sign up for Tot Swap or Wee Cycle or Thred Up. I keep trying to do Wee Cycle, but run out of time or don't have the right paper to print tags or something stupid like that.
We've used Greenberries in Columbia. You can get cash or store credit. The store credit is nice because they also carry new toys and gear. They just opened a new, larger location.

greenberries is good, but they mostly sell premium brand clothes, right?
I have done the Thred Up website, but I think it's a scam- you are paying $16 for the privilege of swapping a box of hand-me-downs. I did it once and got some nice things, but I also gave away a box jammed w/ nice things and the person who bought it didn't love it, so I got a somewhat lousy review.
My mom has bought things for my daughter @ Kid-to-Kid in Cockeysville and it sounds like they have some nice things for sale there.
I know that some people have great success w/ the Wee-sales and other sales like that, but it is a pretty big effort to hang and tag all of your stuff- but I think w/ some of these sales you get a very large % of the sale price vs. the 50/50 split most consignment sales have.
Personally I like to just have a bag going and then be able to drop it off w/o an appt and pick up my money as it comes in.
I have sold and bought from the Once Upon a Child in Ellicott City, but I know they have other locations in the area. I've actually found quite a few pieces of clothing, new with the tags, for good prices.
The Tot Spot in Owings Mills is my new favorite. They give 50% back, Greenberries is too fancy for me and they only do 40% but I had a carrier I needed sold and no where else seemed like they could sell it.
I like Kid 2 Kid in Cockeysville too.

I haven't sold anything, but frequently go to kiddie consignment stores:
Cockeysville- Tried but True (pretty good); and Kid to Kid (love them!)
Timonium- Hopscotch (kiddie clothes start at 2T)
Towson- Lily Pad (very small)
Perry Hall- Little Kids Mart (just opened last month- looks just like a Kid to Kid)
I plan on checking out:
Reisterstown- Elephant Trunk
Bel Air- Bows and Britches; One More Time
Overlea- Circle Shop
Towson- The Suprise Shop
Pine Valley Swim Club in White Marsh has a huge kids consignment sale twice a year so the fall one is coming up.
