I bought a Vtech picnic basket for G for her 2nd birthday that I wasn't sure about since it is for 9-36 months but she loves it and I wish I had bought it sooner. It has shapes and talks about the shapes (tiangluar piece of pie) and plates and stuff so it is fun but also helps them with space relations, etc.
For G's birthday she got a princess car/walker that she loved and a playskool ball popper that I thought would be lame but she LOVED (and still plays with almost daily). She also got the B you band set (in a big drum, which was a big hit).

We got DD a water table and some Megabloks (like legos, but meant for little ones).
She also loves puzzles and these blocks. We put photos of family (grandparents, aunts, uncles) in the blocks. Her best "trick" now is when you ask her if she can find Gigi (my mom), she'll go over to the toy bin, find the blue block, find my mom's picture (and turn it right-side up) and kiss it!
But to be honest, her favorite "toys" are some mixing bowls, a wooden spoon, an old change purse, and her books. : )

My brother gave Avi megablocks (maybe it's Target's brand, but same concept), and my mom got her a "Zany Zoo" from Target. Those were the favorites. She also got Melissa and Doug stackers/pounders for Christmas and plays with those all the time (they are often at TJ Maxx too). But I love those photo blocks! I'm totally ordering them for Avi.
Oh, and just a recommendation since your daughter's birthday is also right around Christmas/Chanukah. Definitely ask for some things that are more advanced for her so you can put them away and bring them out during the year. I know it sounds crazy to buy summer stuff or things she's not ready for, but, you might want to hit the end of season sales in a few weeks and pick up some things that will be good next summer (buckets, bubbles, kiddie pool, etc...). I think I'm going to do that this year.
Alana's birthday is, I think, one day before Anna's, and, trust me, you will be overwhelmed with all of the gifts. Just from immediate family, for Chanukah, we gave her 8 gifts (actually, we gave 16 because she got a mini-present every morning), as did my parents, my MIL, and my sister. Then, in the middle of Chanukah, she got a ton of birthday presents. I'm still pulling things out of the closet that I put away. I call it the "toy staging area", lol!
Push/walk toys are always great. I peaked in the bag my sister dropped off yesterday and I know he's getting one!!!
For toys you buy from you and DH - we got most of Daniel's Christmas gifts last year at the fall consignment sale at Brookdale. He didn't seem to mind.

Oh - for musical instruments I like the Parumpupum Drum. I don't know how to spell it lol. But Target always has it. I don't think it's the one mentioned above but it's a drum full of great instruments.
