My friend is trying to have a VBAC and wants a doula to support her. It's not very common around here. I've asked around and looked on the internet some but no luck. She interviewed one who isn't going to work. She wants someone who will support her but not bully her. This person seemed like they would push their agenda more than hers.
Anyone have experience with this?

Is your friend attending a midwife. They are usually very doula friendly & she may have some recommendations for her.
Tell her to search for a local Doula group or assocation. They usually have lists of Doula's she can contact to set up a consult with.
Midwives and also occasionally OB's will have recommendations as well.
