I believe it's two inches below your belly button, but everyone is different. Mine was pretty low too that the doctor wondered if my dates were off, but he checked and everything is fine It's just the way mine is.
I must be ahead. At my 16 weeks I was just under my belly button (by about a half inch) and I am now just over it. Oh well, at least I have a reason for my ponch! Haha! I was also told baby's placenta is above and to the front, so maybe the placenta placement is making me pop out more?

At 12w my OB measured my uterus at half between my pelvic bone and belly button, which I know is high for being that far along, but I am only 4'11" and have a very short torso. At almost 17w, I feel like my uterus is now up to my belly button.
I think you're in the right spot because my doctor told me that when I go in for my ultrasound at 19 weeks my uterus should be at my bellybutton. Yours should be moving up over the next couple of weeks!
My doc said it should be about 1-2 inches below your belly button, but at my 17 week appt, mine was above my belly button. My doctor said that was measuring about 3 weeks ahead!
