In TN things were a lot different when it came to tenants. Here it seems to be like the LL have the upper hand.
I am having issues with my LL not fixing items and trying to charge us more than our lease states. Is there an office or an attorney in Cobb County that I can contact about my rights as a tenant?

HUD.gov is the website for the U.S. Dept of Housing and Urban Development and they have lots of resources regarding landlord/tenant laws. Also, you can try contacting the Atlanta Legal Aid Society and they should be able to advise you of your rights.
The things you stated in your post don't sound like they're within the rights of the landlord, but without seeing your lease, it's hard to tell. Good luck to you!
