My recommendation would be to have the summer birthday party indoors, in your, a close family member or friend's home. Other options could be a kid-friendly restaurant, like the Rain Forest Cafe, the zoo, or a well-shaded park during a nice time of day.
What part of Arizona are you moving to?

Hello Im Asia and I too have a summer baby. My son is 4 now and his birthday is in June. We've always done indoor parties. We've gone to the Rainforest Cafe, Makutus, Jumpland and this year Lake Tahoe. I have a friend who had her daughters first birthday at an ice cream parlor. The kids got to decorate their own ice cream and cupcakes. It was fun. Good luck on whatever you choose.

Depending on what part of the Valley you live in (I'm in East Valley), I'm sure you can find jump places or indoor playgrounds like Makutu's or Bounce Jungle. There is a place in Ahwatukee called Toy Town. It's a little small, but is really geared toward the 4 and under crowd, so that might be a good option. I'm not sure the hours or what type of programs they offer, but it would be worth a call.

The Children's Museum does a great birthday party. That is downtown.
Jump Street is fun for the little ones. They have trampolines, and bouncies.
