If you had to get a good baby gift for $15 or less, what would you get? (besides clothing). I'm buying for a girl if you have anything gender-specific in mind.

That is a really good one.
If it is for a baby shower (otherwise it might seem really random), how about a bottle drying rack? We use ours every day.
The Homedics soundspa lullaby machine or
A pack of summer infant SwaddleMe's ... or
The little bathtime gift set (comes with body wash, lotion, etc) and a pack of towels/washcloths.
& you could get a cheap little teether or pack or binkies and attach it to the gift bag

I say onesie stickers. We got some at our baby shower. I had never heard of them before that.

I did actually get these for her! It's kind of a "go-to" gift of mine now...good idea. I also got her a couple drooler bibs. I think I will go with a SwaddleMe. I did contemplate getting the Nosefrida because I think it's so handy but thought it was a bit of a strange gift by itself.
Maybe if I was doing a whole big basket of stuff for someone I'd include that.
