Our crib is as low as it can go and we still use it. I got a plain white one on sale from Pottery Barn Kids online. I think it was like $30, which is one of the cheapest i found. They are usually listed as a piece of a sheeting set.
Depending on the crib you have it may not be usable.
The bedding set that I purchased included a crib skirt but it didn't work with the crib we had. (pic below) I couldn't get the skirt pulled down enough to make it look good when the matress was up high and you can't see it at all when the matress is all the way down.

it only makes sense when you have the crib really high and after that, you can see it at all.
You can come borrom mine - its pink and white stripped.
