Unfortunately DD was the biter and not the bitee. I guess both would suck but I feel horrible that she bit another child. I kind of knew it was inevitable at some point but still it sucks. She definitely knows she did something wrong. I just hope it never happens again.

As the mother of a (repeat) bitee, don't sweat it.
I know that the child who bit my child was learning boundaries. It could have easily been the other way around. And, at daycare, they figure out who has that reaction to stress/normal sharing issues/boundaries and they usually watch and redirect the person.
IMO, it was not a reflection on the kind of parent, family, or child anyone is. It is just something that happens at daycare.
One thing I remember being important for all kids and their reactions to stress: watch for an increase in group size.
For example, once our son moved up and the teachers of two groups liked to allow the two groups to play together. That led to more biting and other stress-induced behaviors. I don't care about ratios -- there is a point where too many is a crowd and it has a negative effect on behavior. After splitting the groups, the problems stopped.
