Butcher filling meat with soy

I cannot believe that someone would do this, actually I can which is sad. A butcher was caught using cow heart and soy filler for his ground beef and sausage but advertising it as pure ground beef. All the news reports are saying how this will cause no danger to anyone who consumed it. They a focusing on the cow heart, no one is saying anything about a undisclosed allergen.
