Actually, now that you mention it RWF... I have heard and tasted the candy coated chocolates you mention, they do go by smarties, too. How strange, I completely forgot. I had them when we lived overseas, but I dont think I've ever seen them in the states. But I could be wrong...

Yes, smarties are chocolate. Those other things are rockets, which are the crappy Halloween candy that is always the last to be eaten.

I used these to practice for my First Holy Communion. I don't think they are that bad.
It depends where you live; in Canada they are candy coated chocolates (like m&m's but way better)!!!!
They have started carrying them in some grocery stores in the states but you can only find them in the imported food section.
