My sister is going to ask for the charge nurse right now.. but I'm thinking that yes, it bothers me.. but really, dude can't stare at the monitors the entire 12 hr shift, right?

It is not acceptable to talk about things like that at work where patients and family can hear about it. At least at our hospital, professionalism is always expected. Yes, we do occasionally talk about such things, just like most people do at their jobs - but only away from rooms, in a hushed voice and while constantly looking over ones shoulder!!
Surfing is OK with a certain parameter of expectations - that everyones needs have been met. You have a need right now, you need to know why the monitor is beeping. Now it may be beeping for a benign reason but you as a family member don't know that and it's his job to either explain it and/or make it stop.
Perfect example, our respiratory alarms go off constantly. The lead that reads how many times per minute you breathe just isn't all that accurate under certain circumstances. I try to leave it on but if it goes off too much I go in and turn it off. I jokingly say "These are very sensitive machines, but sometimes they talk too much. If you can breathe once a minute and still keep this blue number :::point to oxygen sensor::: above 92%, I'm cool with that".
Ugh..I'm sorry you're having to deal with that added stress.
