Yes, it's there to keep the seat cool while you're shopping or going to the movies etc. You place it in a cooler or at least roll it up onto itself while you travel to your destination. Once you get LO out of the car, put the pad in the seat. Then when you emerge from your "quick" shopping trip to IKEA 3 hours later, you can put your kid in their seat without it already being 1,000 degrees. The foam padding and fabric of the carseats hold onto the heat even more than your own driving seat. By keeping it cool, it doesn't radiate all that heat into your child's little body once they're in the seat. As your AC cools the interior air, your child is now in a cool seat with cool air instead of sitting in a bucket of hot foam with cold air blowing on them.
In between places, if you're running errands, you can throw it back in the cooler etc. Even once it's not cold anymore, protecting your seat from direct sunlight will keep it cooler than without (like a dashboard sunshade does for your dash).

The price difference isn't that much and I do like how the Baby Bee one drapes over the sides but it seems huge. We'll see how this other one does and go from there.
