I don't know if this is normal or if MIL is in denial about DD's age but she still sits her in the high chair at her house and in the restaurant. I feel like DD is too old for that and let her sit on a chair or in the booth with us.
I voted, but I just wanted to say that DD1 moved from a high chair at home to a booster around age 2. She quickly moved to just a regular chair... DD2 is also in a regular chair now, both at home and at restaurants and does just fine (she's 19 months and it's been at least a month or so like this). She refuses to sit in anything but a regular chair! I think because she wants to be just like her older sister

I said just a chair or booth, which is what we do at restaurants or when we visit other people's homes. But at our house we have the "euro chair" from one step ahead that has the feel of a chair but can be adjusted to DD's height. Also to clarify, I only answered according to my oldest who's 4.
ETA: We have been doing this since right before she turned 3.
DD is tall so she's been out of a high chair for a while. I feel like I have to break her shins in half to get her in and out of the type of chair restaurants usually have. Most of the time I let her sit in a regular chair unless she sees a booster and insists on using it.
My 2 girls, both born on a Friday the 13th, are exactly 2 years, 2 months, 2 hours and 2 minutes apart! And Baby Boy joined us October 11, 2013!
My DS used restaurant highchairs until close to 3 and it wasn't a big deal. He is on the smaller size of average and fit pretty well. I liked that it would contain him and he never complained. We didn't use boosters very much after that, though, because I just always felt they were wobbly and never fit in the tables well. He was much more comfortable just sitting on his knees in a regular chair. At home, however, we used a booster that fastened to the chair. We actually used that until just a few months ago.

Just on the chair or seat or booth itself. She's never liked sitting in them and they always slip around. They're more of a hassle than I like. She's tall for her age, so the time where she "needed" a booster was very short anyway.
My 3 yr old still sits in a high chair only because he likes to get down and when it's not time to get down. He has a hard time understanding that you have to wait 'til everybody is done eating before we can leave. : )
If we're in a booth, we sometimes let him sit in the seat, but DH likes to sit at tables instead.
I had a SIL who had her 5 yo and 3 yo sit in one at a restaurant once. I thought she was a total weirdo but now I kind of understand. It is tough for me to keep Harmon in control sometimes and we have to do a time out in the car for a few minutes. The twins are nearing booster time and I'm thinking OH CRUMB I'm doomed.
I think sitting in a chair at a restaurant by age 3 is important. It is important for them to learn IMO. But I can understand a little more why some don't want to try.

At our house she is in a booster. Other peoples' home she is in just the chair. At a restaurant she will sit at the chair if we are at a table, but a booster in a booth.

At home, she did use her high chair until she was close to 3, though. We had a booster at the table for her, but for the longest time she insisted on using the high chair for breakfast and lunch. We finally put an end to it when we needed the high chair for DD2, and now DD1 prefers eating breakfast and lunch at the counter anyway. She uses a booster for dinner at the kitchen table, but lately we've been eating at the table in our sunroom and haven't brought the booster out there.

At restaurants, we just do the chair because booster seats are a menace on most of the booths, the way they shift and slide around. DD is almost 3 and I think would just look disdainfully at a high chair and inform us they are for babies. At home, we have a booster that is strapped to her chair securely, with a towel underneath to protect the chair's upholstery from spills. She's okay with it as she can get in and out herself, but I think we'll probably phase it out soon as she often chooses a different chair to sit in that does not have a booster and does fine.
DS still uses a high chair most of the time at restaurants. He's on the smaller side. Sometimes we will use a booster if they're available. He has to sit on his legs if he just sits on a chair/booth.

DD went straight from the high chair to just a chair or booth at a restaurant. We tried a booster but she didn't want to sit in it. Like another pp said I think she wanted to do what big brother was doing. She has been just sitting in the chair or booth since about 18 months and does fine.
ETA: My SIL still puts my nephew in a high chair at restaurants sometimes. He is 3 weeks younger than my DD but he does not sit still in the chair or booth so SIL will put him in a high chair if needed.
i never really put him in a booster because he wiggles too much and he would knock it over and fall out. so he is in the chair like the rest of us.... that is until he gets tired of it and then he is all over the floor! Yuck!!
My DD turned 3 in March and older DD is 5. I don't think my LO has sat in a high chair since she was 1 give or take. As far as a booster or just the regular seat - it depends on the table height. If it is higher, the girls use a booster but if they can reach and are fine, they don't use it. We do the same at home, the booster seats are there if they want them - for some meals they use them but more often they don't. My ILs just give the girls special chairs that are a little higher up than their normal ones so they don't need booster seats (they recovered their kitchen chairs and added extra padding to 2 of them)!
Honestly it depends on what type of restaurant we're at. If we go to a place with a booth, he'll sit in the seat and we'll block him from getting out. However if we're going to sit at a table, he goes in the high chair.
But at our house he's in a regular seat.

We never did boosters - I felt like she could so easily tip them by leaning forward and they were more of a hassle than anything. Instead, starting around 2 1/2, we stressed how we sit in a restaurant: facing forward, legs down in front of you if you're on your bottom, no lying down on the bench, etc. It's worked pretty well.
She does sit in a booster-type chair at my Mom's but that's because it's a novelty and she gets a kick out of it.
