He is scooting on his bottom but no attempt at crawling on all fours.
He will lean forward on all fours to grab something but then will go back on his butt
He will stand holding onto something but not transfer himself
He takes steps if we hold onto his hands.
I'm so frustrated
Plus we have no words yet. Just dadadadadadada. This part scares me. Dh is profoundly hard of hearing in both ears. So he doesn't talk much. Especially with ds. I try to encourage him to talk to him in monologue about what they are doing.
Also dh has some developmental disabilities.

My ds didn't crawl till shortly after 1, and didn't walk until 16 months. Just get your pedi to keep an eye on it. On of ds' developmental drs said that it is common with kids with dyslexia (which ds and dh have), and sometimes totally normal for typically developing kids. It is also totally possible fo him to go straight to walking, which T and K did.
My husband's sister never crawled, she was a butt-scooter. She walked at a pretty normal time. I think as long as he's taking assisted steps, you guys will be just fine!
Margaux hardly said anything until pretty late, like 14-15 months, and then didn't talk much for a while after that. I was worried that it was because we were signing with her. Now, though, she has so many words I can't even keep track, in English and some French, and already pairs two words together. Try not to worry too much, 18 months is supposed to be the magic word-time.
My DS didn't crawl properly until he was almost one - he just king of did this belly-flop kind of thing. He took his first tentative steps around the same time.
There's a boy in his Gymboree class that did the butt-scoot thing until well after 1 and didn't walk until much later.
Every kid is different.

My neighbor's daughter never actually crawled. She moved by scooting around on her bottom and using one leg to push her forward. She went straight from scooting to walking at about 15 months. You can bring that up with your doctor if you're concerned. No advice on the talking part. LO was delayed in that dept. but now he's blossoming and is able to speak words and count to 10 in 3 languages (English, Spanish, Turkish). Some children are just late bloomers. Just because your DH has disabilities, it doesn't mean your son will too

While I'm not saying your DS has any problems, I think it's a good idea to call your state's early intervention program--JUST in case.
Not saying there's an issue, but they usually cover birth to 3 years and the evaluation is free. (At least in NJ it is. We're having an eval. in 2 weeks for speech concerns.)
Take it one step at a time. I wouldn't delay having him checked out, due to your concerns, but don't freak out yet.
