DH and I were out for a walk in the neighborhood with Matt and we saw a child about 8 or 9 jump on a scooter with her father. Neither wore helmets.
I had trouble breathing I was so upset but I just smiled at the mom as we walked by. Knowing me as well as he does, DH said, "You weren't judging just then were you?" Of course I was!

Do you mean a motorized scooter? If so that is illegal in NJ.
Coloradans are weird when it comes to stuff like this. They tend to be very anti-helmet.. no matter the age.
Yup. Not illegal in CO.
Ask an ER doctor how many preventable head injuries they see.

It soooo surprised me because in Mass it is illegal to ride without a helmet.
Last night my husband and I were going for a ride to the seawall near our house. There was a guy riding a motorcycle (full sized) on the sidewalk with a little girl (about 5 or 6) sitting in front of him, kind of on his lap! I felt my jaw drop! He had on a helmet, but she did not!
(no laws here in CT about helmets, but I am not sure about age of passengers....going to look that up)

Okay, now that I realised that you were talking about motorized scooters, I'm right there with you. We have a lot of that here...one of my stone aged neighbors does this with his 3 year old, also in the lap in his truck and on his quad racing up and down the street (which is beyond illegal, it has to be on private land). I'm sure he doesn't know I'm the one calling the rc's on him.
DH has responded to quite a few assist calls with scooters, motorbikes, and quads as a volunteer ff. I've also heard the calls. Last week a 12 year old died near us smashing into a fence on a scooter, no helmet...it would have saved his life.

I'm an avid motorcyclist (race, ride, tour on sport bikes aka crotch rockets).
I'm a HUGE "all gear all the time" proponent and it's one of my main rants about other bikers. My comment is always "you put on what you think is 'safe' and let me drag you behind my truck at 30 miles an hour" and only then do people *maybe* grasp what i'm talking about.
I wonder what that parent would have said if you volunteered to drag their kid behind your car in what he was wearing - even at 15mph.
Darwin has a full time staff, unfortunately.
