At 12 months I introduced coloring with chunky crayons and sidewalk chalk (DD loved sidewalk chalk from the beginning). She started doing some finger painting at gym child care.
At 17 months now she is much better at coloring and refuses to use the chunky crayons. I have tried edible play dough but she doesn't like the gooey feel of it.
contact paper crafts-Stick a piece of contact paper sticky-side up on the floor (or table). I tape the corners down so the paper doesn't move. Let your LO put pieces of paper, tissue paper, acetate, ribbon scraps, etc onto the contact paper. When done, cover with another sheet of contact paper or stick to a piece of construction paper. If you use tissue paper or acetate, the projects will be see-through and can be hung in the window "suncatcher" or "stained glass" style.
Supervised crayon or fingerpaint play, playdough (or flour, salt and water dough), or even markers (DD liked markers because she didn't have to press as hard as she would with crayons to leave a vivid mark on the paper) are all fun for that age too

'water coloring' -- painting the sidewalk with water and a paintbrush
with art- 1yr olds are ALL ABOUT THE sensory aspect of the 'art' ~ so whatever incorporates the senses- touch: squeezing/squishing clay/playdoh- the wetness of finger paint/pudding, 'paper play' listening to the sound that paper makes when crinkled/balled up, smells of things, etc.
We paint outside. I give DD a brush which she uses sometimes while other times she uses her fingers. Coloring with crayons. Chalk outside. Play dough. Stamps.
